Biennial Opt-out Period

By law, at least every two years we’re required to send materials to all NOPEC community customers that give you the choice to remain in the electricity program, join the program, or opt out of the program without penalty.

All eligible customers in member communities are automatically included in the program unless you opt out by returning the enclosed card postmarked by the date on the card. If you wish to remain in the program, or if you wish to join, you do not need to do anything. However, even if you opted out in the first two years of the program, or if you were previously served but cancelled your service, you will be included in the savings program unless you chose to opt out again.

Pricing

Residential Customers and Governmental Accounts save 5%. Every month you will save a fixed percentage of 5% off the applicable OE or CEI generation shopping credit portion of your bill for First Energy Solution electricity charges. This shopping credit and the discount will appear on your bill after you have enrolled in the NOPEC aggregation program. The discount is 5% off the generation portion of your bill through this two-year opt-out period ending in 2007.

Commercial and Small Industrial Customers save 1%. Every month you will save a fixed percentage of 1% off the applicable OE or CEI generation shopping credit portion of your bill for First Energy Solution electricity charges. This shopping credit and the discount will appear on your bill after you have enrolled in the NOPEC aggregation program. The discount is 1% off the generation portion of your bill through this two-year opt-out period ending in 2007. First Energy Solution electricity generation charges will always be less than the utility’s generation shopping credit. The generation shopping credit amount changes each month depending on your usage and is the amount that is credited to the bill when you switch to an alternative generation provider.

Enrollment
If you received an opt-out notice, your enrollment is automatic because you are entitled to these savings as a member of a NOPEC community. If you do not want to participate, you must return the opt-out card that is included in the mailing, postmarked by the date listed on the card.

Current NOPEC/First Energy Solution Electricity Customers
If you are currently participating in NOPEC’s program and want to continue receiving these savings, you do not need to do anything. The electricity generation will continue to be supplied by NOPEC’s supplier, Green Mountain Energy Company. If you choose to opt out now, and decline the offer of cleaner electricity at a savings, your electricity service will default to OE or CEI and the current OE or CEI standard service offer rate.

New NOPEC/First Energy Solution Electricity Customers
If you are a new customer and would like to participate, you do not need to take any action. You will be enrolled in this program as a benefit of living in a NOPEC community. If you do not want to participate, you must return the opt-out card by the required postmark date listed on the card.

Who is Eligible to Participate
Customers who receive service in a NOPEC member community under the following rate codes are eligible for the program:

Ohio Edison Rate Codes:

  • OE-RS104
  • OE-RS17
  • OE-GS21

Cleveland Electric Illuminating Rate Codes:

  • CE-RS50
  • CD-GS105
  • CE-GS125

If you receive service from Cleveland Electric Illuminating Company (CEI) or Ohio Edison Company (OE) under a rate code other than those shown above, or if you meet one of the following conditions, you are NOT eligible to participate in this program: Percentage of Income Payment Plan (PIPP) customers, consumers who utilize interval-metering, homes or businesses outside the municipal boundaries of a NOPEC member community, accounts with OE or CEI that have multiple or dual meters where one or more of the meters is not on a shoppable rate code, or customers who have an optional service rider that requires you to be a full service customer with your local utility.
